The three weeks will turn into a happy period
The three week period between the 17th of Tamuz (the day that the wall of Jerusalem were broken through) and the 9th of Av (the temple’s destruction) were designated as days of mourning over the destruction. The Rebbe reveals to us the inner meaning of these days, which should turn into a period of happiness and celebration speedily in our days.


               Ceremony where a Talmudic tractate is completed during the 9 days
In the 9 days starting from the 1st of the month to the 9th regardless of their being days of mourning, it’s permitted to conduct a ceremony whereby one “finishes learning a part of the Torah with joy”. The Rebbe calls upon everyone to conduct a ceremony where a Talmudic tractate is completed in these days in order to increase in happiness in ways that are allowed and to bring the redemption that much closer
The custom is to conclude a Talmudic tractate on each of the nine days (even if a meat meal isn’t served afterwards), including the end of the 9th (as allowed by Jewish law). One reason is because we’re looking for ways to increase our performance of good and happy things, thereby revealing the inner good reason for our decent during these days.

               Mashiach’s birth is on the 9th day of Av.
Why are we lenient in the laws of mourning on the afternoon of the 9th day of Av?
The Mashiach was born then. His name is Menachem. The Ari’zal writes that our custom is to sanctify the moon just after.
The reason is because the Mashiach was born on the 9th.

               Learn the laws dealing with the holy temple in the three weeks
The Rebbe tells us to learn the laws of the temple, as per Rambam who elaborates on what form the temple will take on, in the 3 weeks.
“The Diaspora is well informed of the custom to intensify the learning of the laws about the temple, based on the words of the Midrash, “Yechezkiel the prophet said to G-d, “Master of the universe, “We are in exile in our enemy’s land, and here you come and tell me that I should inform the Jewish nation about the form the temple will take on”? G-d responded, “They should be involved in learning the laws of the temple. Their reward will be as if they are actually in building the temple.”

               Turn the world upside down today!
Did the destruction of the holy temple occur sometime in the past? Probably not. Every day that passes without the temple’s being built is considered as if the temple was destroyed on that day.
See for yourself: If a Jew were to stand and see the temple being destroyed and burning at this moment, even if his heart were made out of stone, he would turn the world upside down. In a similar manner, the Torah of truth and life tells us, “Turn the world upside down today!”
